Anyone who is editor of a file can make anyone else (or even the special user called global) editor of it (or viewer, or copier).

Admins (at the moment hello@causalmap.app, gabriele@causalmap.app and fiona@bathsdr.org) are set only in the Polished auth interface, to which only admins have access. In the Library tab, a user can see any views which are either global or apply to a file to which they have at least View access.

Admins technically don't gain view access to any additional files, but there is a special magic which means they get emergency-only access to all files in the sense that they can see them listed in the All files tab from which they can change the access permissions, and they can see all Views in the Library.
